Legal question regarding FACEBOOK page???

It is a crime to make a facebook page pretending to be someone else? Using their pictures? I heard this was done and the impersonater got a bunch of people's e-mail addresses this way...then e-mailed the people embaring photos of the person they were pretending to be. Is this prosecutable? can it be proven? how? are they liable for slander? defamation of character?
