Does God punish peoples who have never heard of him?

Would the God of Abraham have punished the people of Atlantis by sending them floods, or the Christian God punish the inhabitants of Pompeii by the eruption of Vesuvius even though the former had no knowledge of Abraham and the latter no knowledge of Jesus. These people had no prophets from the Hebrew God so what is God telling these people by sending them such overwhelming destruction?
